Digitalization of procurement function for a GCC government ministry

Context:

Procurement processes were built for compliance and not for agility, resulting in huge delays of up to 50 days between requisition to issuance of contract

What did we do?
  • Conducted 10+ design thinking workshops with 100+ key stakeholders to develop the future process and platform
  • Assessed 75+ world-class platform providers across 300+ platform requirements to shortlist ~10 vendors
  • Helped develop MVP for the new platform
  • Organised 20+ test sessions with selected vendors to ensure all key features offered by their solutions met all the user requirements
  • Negotiated frame agreements at lower costs with over 30+ preferred vendors across 20 categories
What was achieved?

Reduced procurement costs by more than 10% on average (up to 30%) in some cases. Piloted new digitised, customer-friendly procurement processes, envisaged to bring down the time to less than 10 minutes for most of the predictable spend (via catalogues)
